I can’t think of one instance where HIV should be used as an added offense, a stand-alone charge, or additional charges (criminal or civil). HIV criminalization is not effective in prevention, as once believed.  HIV criminalization just promotes the stigma against those of us living with HIV and promotes the ideals that not testing for HIV by some– thus not knowing their status– relieves personal responsibility and moral integrity (and criminal liability).”  – Josh Robbins, imstilljosh.com
